With blessing upon Mohammad(ص) and his family and best regards.
According to instructions No 400/820/1111 on July 11th,2009 of the deputy of the president of the martyr foundation and veterans affairs and also announcement No 190078 on July 25th,2009 of the minister's advisor and general director of the ministerial area about regulations of description of duties of headquarters and management of martyr families and veteran students affairs of medical sciences universities approved by the members of planning council of martyr families , the following summary of duties description is presented:
با صلوات بر محمد و آل محمد (ص) و تقدیم احترام ، با توجه به دستورالعمل شماره 1111/820/400 مورخ20/4/88 معاونت محترم رئیس بنیاد شهید و امور ایثارگران و همچنین ابلاغیه شماره 190078 مورخ3/5/88 مشاور محترم وزیر و مدیر کل حوزه وزارتی در خصوص آیین نامه اجرائی شرح وظایف ستادها و مدیریت امور دانشجویان شاهد و ایثارگذ دانشگاههای علوم پزشکی که به تصویب اعضای محترم شورای طرح و برنامه شاهد رسیده است، خلاصه ای بشرح ذیل حضورتان اعلام میگردد:
Purposes:
اهداف
1) Fulfilling the command of Imam Khomeini on August 23th,1986 about the great efforts of venerable martyr families and veteran students for the edification and education in order to gain knowledge and Islamic spirituality so that they can control their own society affairs.
تحقق فرمان حضرت امام خمینی ( ره) در مورخ 6/1/65 مبنی بر تلاش وافر دانشجویان معزز شاهد و ایثارگر در راه تهذیب و تحصیل ، جهت کسب دانش و معنویت اسلامی که امور جامعه خویش را بدست گیرند.
2) spreading the culture of sacrifice and martyrdom, the preservation of the works and message of martyrs and veterans.
ترویج فرهنگ ایثار و شهادت ، حفظ و حراست از آثار و پیام شهیدان و ایثارگران.
3) Offering good service while maintaining the honor and dignity of students of martyr families and veterans in order to promote their educational, cultural and welfare status.
ارائه خدمات شایسته با حفظ عزت و کرامت به دانشجویان معزز شاهد و ایثارگر در راستای ارتقای وضعیت آموزشی ، فرهنگی رفاهی آنان
4) Setting the ground for active participation of martyr families and veterans students in cultural, scientific and social area as well as research for their further growth and development.
زمینه سازی برای مشارکت فعالانه ی دانشجویان شاهد و ایثارگر در عرصه های علمی، فرهنگی، پژوهشی، تحقیقاتی و اجتماعی در جهت رشد و تعالی بیشتر آنان

The facilities of this regulation and instructions in accordance with its substance belong to the following martyr families and veterans students :
تسهیلات این آیین نامه و دستورالعمل متناسب با مواد آن به دانشجویان شاهد و ایثارگر ذیل تعلق میگیرد:
1) Children of (martyr, missing, released captive , disabled veteran 25% and upper)
فرزند (شهید، مفقودالاثر، آزاده، جانباز25% و بالاتر)
2) Spouse of (martyr, missing, released captive, disabled veteran 25% and upper)
همسر(شهید، مفقودالاثر ، آزاده، جانباز25% و بالاتر)
3) Disabled veteran (25% and upper)
جانباز 25% و بالاتر
4) Released captive (with at least six months of captivation)
آزادگان ( با حداقل شش ماه سابقه اسارت)
5) Disabled veterans with at least 10% disability and three months voluntary presence in battle fields.
جانبازان با حداقل 10% جانبازی و سه ماه سابقه حضور داوطلبانه در جبهه
6) Volunteer soldiers with at least six consecutive months or nine months, alternating presence in battle fields.
رزمندگان با حداقل سابقه حضور داوظلبانه شش ماه متوالی و یا نه ماه متناوب در جبهه
Duties description of martyr families and veterans students affairs management in Medical Sciences Universities.
شرح وظایف مدیریت دانشجویان شاهد و ایثارگردانشگاهای علوم پزشکی
1) To execute all rules of regulations, instruction, programs and plans issued by general office from martyr families and veterans students of mentioned ministry.
1_اجرای کلیه قوانین ، دستورالعمل ها ، برنامه ها و طرح های ابلاغی از سوی اداره کل امور دانشجویان شاهد و ایثارگر
2)To pursue and execute the approved enactments of the headquarter of martyr families and veterans students affairs of university
2_پیگیری و اجرای مصوبات ستاد امور دانشجویان شاهد و ایثارگر دانشگاه
3)To provide plans for strengthening the scientific ability and vigor among martyr families and veterans students and to offer them to the main headquarters for approving.
3_تهیه طرح های تقویت بنیه علمی دانشجویان شاهد و ایثارگر به منظور پیشنهاد به ستاد برای تصویب
4)To regulate and offer annual budget to martyr families and veterans headquarters of university.
4_تنظیم و اراﺋه پیشنهاد بودجه سالانه به ستاد شاهد و ایثارگر
5)To pursue and attract necessary credits for progress of plans and approved activities from available sources.
5_پیگیری و جذب اعتبارات مورد نیاز به منظور پیشرفت برنامه ها و فعالیت های مصوب از منابع در اختیار
6)To regulate annual calendar of holding meetings of martyr families and veterans affairs headquarters and on- time sending of related proceedings to the general office of martyr families and veterans student affairs of mentioned ministry.
6_تنظیم تقویم سالانه برگزاری جلسات ستاد امور شاهد و ایثارگر و ارسال به موقع صورت جلسه مربوطه به اداره کل امور دانشجویان شاهد و ایثارگر وزارت متبوع
7.To inform martyr families and veterans students on the provided facilities of research, cultural and welfare services.
7_اطلاع رسانی به دانشجویان شاهد و ایثارگر برای بهره مندی از تهسیلات و خدمات آموزشی, پژوهشی , فرهنگی
8)To create a comprehensive data base from training, cultural, welfare and health condition of students with the cooperation of different university departments.
8_ایجاد بانک جامع اطلاعات از وضعیت آموزش فرهنگی رفاهی و سلامت دانشجویان و دانش آموختگان با همکاری بخش های مختلف دانشگاه
9)To execute the plan of strengthening the scientific vigor of martyr families and veterans students by holding back-up classes for courses.
9_اجرای طرح تقویت بنیه علمی دانشجویان شاهد و ایثارگر از طریق برگزاری کلاس های تقویتی واحد های درسی
10)To execute the plan of university counseling headquarters and hold training, research and cultural workshops for martyr families and veterans students and advisor professors by coordination of general office of martyr families and veterans students affairs of mentioned ministry.
10_اجرای طرح ستاد مشاوره دانشگاه و برگزاری کارگاه های آموزشی ,پژوهشی و فرهنگی ویژه دانشجویان شاهد و ایثارگر و اساتید مشاور با هماهنگی اداره کل امور دانشجویان شاهد و ایثارگر وزارت متبوع
11)To pay special attention to the student at risk in case of university dropout by educational counseling and cultural ,research, educational support to reduce their educational problems.
11_توجه خاص به دانشجویان در معرض خطر از نطر افت تحصیلی با انجام مشاوره های تحصیلی و حمایت های آموزشی, پژوهشی و فرهنگی به منظور کاهش مشکلات تحصیلی آنان
12)To pursue welfare affairs of martyr families and veterans students by cooperation with university staff and other related institutions.
12_پیگیری امور رفاهی دانشجویان شاهد و ایثارگر از طریق هماهنگی با مسئولین دانشگاه و سایر نهاد های مربوطه.
13) To appeal the cooperation of martyr families and veterans students for active participation in scientific, cultural, research programs and to support projects and research plans.
13_جلب مشارکت دانشجویان شاهد و ایثارگر برای حضور فعال در برنامه های علمی ,فرهنگی ,پژوهشی و حمایت پشتیبانی از پروژه ها و طرح های تحقیقاتی
14) To hold festival, matches, camps and so on in scientific cultural, and sport fields, etc. To encourage top students by coordination with general office of martyr families and veterans students affairs of mentioned ministry.
14_برگزاری مراسم جشنواره, مسابقات,اردوها... در زمینه های علمی, فرهنگی, ورزشی و مانند آن و تشویش دانشجویان ممتار با هماهنگی اداره کل امور دانشجویان شاهد و ایثارگر وزارت متبوع
15) To submit the report of biannual and annual operation and to send it to the general office of martyr families and veterans students affairs of mentioned ministry after being presented and verified in martyr families and veterans students affairs headquarters.
15_تهیه گزارش عملکرد شش ماهه و سالانه و ارسال آن به اداره کل امور دانشجویان شاهد وایثارگر وزارت متبوع پس از اراﺋه و تایید در ستاد امور دانشجویان شاهد وایثارگر دانشگاه
16) Division of labor , personnel justification and definition of description of their duties.
16_تقسیم کار, توجیه کارکنان و تعریف شرح وظایف آنان
17) To evaluate activities, programs and efforts to reinforce strong points, to improve the operation, and to correct defects.
17_ارزیابی فعالیت ها برنامه ها و تلاش برای تقویت نقاط قوت, بهبود عملکرد و رفع نواقص
18) To execute regulations, programs, plans and instructions sent by mentioned ministry heaquarters.
18_اجرای قوانین, برنامه ها, طرح ها و دستورالعمل هلی ارسالی از ستاد مرکزی وزارت متبوع
Article1 => The management of martyr families and veterans students affairs of Iranian medical sciences universities.
ماده 1: مدیریت امور دانشجویان شاهد وایثارگر دانشگاه های علوم پزشکی کشور
Article2 =The manager of martyr families and veterans students under direct supervision educational deputy and according to regulations, instructions and description of related duties must control and examine educational, research, cultural and welfare affairs of families martyr and veterans students.
ماده 2 : مدیر دانشجویان شاهد وایثارگر زیر نظم مستقیم معاونت آموزشی دانشگاه و بر اساس قوانین ، دستور العمل ها و شرح وظایف مربوط رسیدگی به امور آموزشی, پژوهشی, فرهنگی ورفاهی دانشجویان شاهد وایثارگررا بعهده دارد.
Article3=> The manager of martyr families and veterans students affairs is selected by the university vice-chancellor’s proposal and confirmation of educational deputy of mentioned ministry and then pursue his duties by vice-chancellor or his deputy decree .
ماده 3: مدیر امور دانشجویان شاهد وایثارگربا پیشنهاد رﺋیس دانشگاه و تایید معاونت آموزشی وزارت متبوع انتخاب و با حکم رﺋیس دانشگاه و وزیر معاونت آموزشی دانشگاه انجام وظیفه می نماید.
Article4=>The manager of martyr families and veterans student affairs, the member of commission of educational special issues council, cultural council, disciplinary committee holds the right to vote.
ماده 4 : مدیر امور دانشجویان شاهد وایثارگر عضو کمیسیون موارد خاص شورای آموزشی, شورای فرهنگی, کمیته انضباطی دانشگاه با حق رای می باشند.
Duties of martyr families and veterans Student affairs committee of Medical Sciences Universities
شرح وظایف ستاد امور دانشجویان شاهد و ایثارگر دانشگاههای علو پزشکی
1.Planning for executing regulations and instructions issued by the high ministry member, the headquarters and general office of Martyr families and veterans’ students affairs in mentioned ministry.
برنامه ریزی برای اجرای مصوبات قوانین و دستورالعمل های ابلاغ شده از سوی مقام عالی وزارت، ستاد مرکزی و اداره کل امور دانشجویان شاهد و ایثارگر وزارت متبوع
2. Monitoring and evaluating teaching, research and welfare status of martyr families and veterans students at the end of every semester and designing appropriate programs for students' growth and development together with solving their problems.
نظارت و ارزیابی وضعیت آموزشی، پژوهشی و رفاهی دانشجویان شاهد و ایثارگر دانشگاه در پایان هر نیمسال و ارائه طرح برنامه های مناسب برای رشد و تعالی و حل مشکلات دانشجویان
3. Preparing and developing required programs to strengthen the scientific viogor and promoting educational, research and cultural and welfare status among martyr families and veterans students.
تهیه و تدوین برنامه های موردنیاز برای تقویت روحیه علمی و ارتقای وضعیت آموزشی، پژوهشی و فرهنگی و رفاهی دانشجویان شاهد و ایثارگر
4. Developing the required programs to spread the culture of devotion and martyrdom and honor dedication and martyrdom.
تهیه و تنظیم برنامه های موردنیاز به منظور ترویج فرهنگ ایثار و شهادت و بزرگداشت مقام شاهد و ایثارگر
5.Devising appropriate plans in order to attract the participation of related students, teachers and institutions in the special activities of the martyr families and veterans students.
تهیه برنامه های مناسب بمنظور جلب مشارکت دانشجویان، اساتید ونهادهای ذیربط در فعالیتهای ویژه دانشجویان شاهد و ایثارگر
6-Monitoring the management of students affairs in martyr families and veterans.
نظارت بر عملکرد مدیریت امور دانشجویان شاهد و ایثارگر
7.l Approving the programs and budget of management of the martyr families and veterans students of university and monitoring their performance.
تصویب برنامه وبودجه مدیریت امور دانشجویان شاهد و ایثارگر دانشگاه و نظارت بر عملکرد آن
8- Sending the required correspondence for transferring faculty members to other universities and postgraduate institutions.
مکاتبات لازم جهت نقل و انتقالات اعضای هیات علمی به سایر دانشگاه ها و موسسات آموزش عالی (تحصیلات تکمیلی)
9- Sending the required correspondence for faculty members being involved in special commitment and obligations program.
مکاتبات لازم جهت اعضای هیات علمی مشمول طرح دوره ضرورت و تعهدات خاص
10-sSurveying and running need assessments and analysis to update the regulations and related instructions.

شرح وظایف ستاد امور دانشجویان شاهد و ایثارگر دانشگاههای علو پزشکی
1.Planning for executing regulations and instructions issued by the high ministry member, the headquarters and general office of Martyr families and veterans’ students affairs in mentioned ministry.
برنامه ریزی برای اجرای مصوبات قوانین و دستورالعمل های ابلاغ شده از سوی مقام عالی وزارت، ستاد مرکزی و اداره کل امور دانشجویان شاهد و ایثارگر وزارت متبوع
2. Monitoring and evaluating teaching, research and welfare status of martyr families and veterans students at the end of every semester and designing appropriate programs for students' growth and development together with solving their problems.
نظارت و ارزیابی وضعیت آموزشی، پژوهشی و رفاهی دانشجویان شاهد و ایثارگر دانشگاه در پایان هر نیمسال و ارائه طرح برنامه های مناسب برای رشد و تعالی و حل مشکلات دانشجویان
3. Preparing and developing required programs to strengthen the scientific viogor and promoting educational, research and cultural and welfare status among martyr families and veterans students.
تهیه و تدوین برنامه های موردنیاز برای تقویت روحیه علمی و ارتقای وضعیت آموزشی، پژوهشی و فرهنگی و رفاهی دانشجویان شاهد و ایثارگر
4. Developing the required programs to spread the culture of devotion and martyrdom and honor dedication and martyrdom.
تهیه و تنظیم برنامه های موردنیاز به منظور ترویج فرهنگ ایثار و شهادت و بزرگداشت مقام شاهد و ایثارگر
5.Devising appropriate plans in order to attract the participation of related students, teachers and institutions in the special activities of the martyr families and veterans students.
تهیه برنامه های مناسب بمنظور جلب مشارکت دانشجویان، اساتید ونهادهای ذیربط در فعالیتهای ویژه دانشجویان شاهد و ایثارگر
6-Monitoring the management of students affairs in martyr families and veterans.
نظارت بر عملکرد مدیریت امور دانشجویان شاهد و ایثارگر
7.l Approving the programs and budget of management of the martyr families and veterans students of university and monitoring their performance.
تصویب برنامه وبودجه مدیریت امور دانشجویان شاهد و ایثارگر دانشگاه و نظارت بر عملکرد آن
8- Sending the required correspondence for transferring faculty members to other universities and postgraduate institutions.
مکاتبات لازم جهت نقل و انتقالات اعضای هیات علمی به سایر دانشگاه ها و موسسات آموزش عالی (تحصیلات تکمیلی)
9- Sending the required correspondence for faculty members being involved in special commitment and obligations program.
مکاتبات لازم جهت اعضای هیات علمی مشمول طرح دوره ضرورت و تعهدات خاص
10-sSurveying and running need assessments and analysis to update the regulations and related instructions.
